由六水哌嗪与环氧乙烷反应而得。将六水哌嗪溶解于水，搅拌冷却至15-20℃，通入环氧乙烷。通毕，于30-35℃，搅拌反应2h，加热蒸出原加水量的90%。冷至15℃以下，过滤。滤液进行减压蒸馏，收集145-155℃（5.33kPa）馏分，得N-（2-羟乙基）哌嗪。
